All Star Selection and Participation Policy
Adopted Spring 2009
Be it resolved, the Board of Directors of Toluca Baseball hereby adopts the 2008 All Star
Selection and Participation Policy as Adopted Spring 2008 (hereinafter “2008 Policy”) in its
entirety and as hereby amended as the Spring 2009 All Star Selection and Participation Policy
(hereinafter “2009 Policy”).
Notwithstanding provisions of the 2008 Policy to the contrary:
Paragraph 3 shall be amended as follows:
3. Player Nomination and Selection
c) Written player nominations MUST be submitted no later than May 10April 30 of each
Spring season. The player nominations MUST be submitted in the form of a Parent’s Player
Nomination Acceptance form, which will be provided to each Classic Spring season manager by
April 30April 15, or as soon thereafter as possible, of each Spring season.
e) The Division Player’s Agents and All Star Commissioner will compile eligible
nominations and create an All Star Player ballot for each Division. One Divisional All Star
ballot will be presented to each Classic Spring season team in the Division at a league organized
meeting no later than May 15th. Each team may vote for up to seven players. The ballots will
be returned to the All Star Commissioner, who will tally the votes in the presence of the voters at
the time and place of the voting. Players not selected for participation will be notified of such no
later than 48 hours following the tally by the All Star Commissioner.
f) … [last sentence of paragraph] Upon acknowledgement of the receipt and approval of
the roster by both, the Manager may shall contact and notify the selected players within 48 hours.
Paragraph 4 shall be amended as follows:
4. All Star Fees
b) Participation fees are intended to cover all tournament costs, uniforms, venue fees for
the first round of play only and All Star recognition by the league. It is the intent of this policy
that the participation fee be calculated in such a way so as the league neither subsidizes nor
profits from the All Star Tournament.

8. Titan Team Participation
By providing written notice to the Board of Directors no later than March 31st, a Titan manager,
in good standing, may elect for his/her Titan team to participate in the All Star Tournament
(“Titan All Star Team”). If such election is made, the following will apply:
a) The Titan All Star Team will consist of players on the Titan roster as of March 1st of
that year;
b) The players on the March 1st Titan Roster will be ineligible for All Star nomination
by the Classic Season managers;
c) The Titan All Star Manager will be eligible to draft additional players only after all
other All Star Teams are formed;
d) In the event both the odd-aged and even-aged Titan Managers elect to participate as a
team in the All Star Tournament, the following shall occur: Once the “Classic” All
Star teams have been selected, the even-aged Titan All Star Manager shall select first
from the remaining nominated players and shall select even-aged players until the
roster is complete. The odd-aged Titan All Star manager shall then select odd-aged
players only and shall participate in the respective, odd-aged tournament bracket, if
available.
e) The addition of the Titan All Star Team will contribute to the number of All Star
Teams as determined by the 2008 Policy (1.a.);
f) Rostered Titan players can opt out of All Star play by notifying the All Star
Commissioner not later than April 30th. Players that opt out are ineligible for any
further PONY sanctioned All Star play for that year.
g) All other terms and conditions of the 2008 Policy shall apply.

Introduction
Toluca Baseball, Inc., participates in post-season, Pre-All Star and PONY Baseball's sanctioned
All Star tournament competitions. Toluca's participation in these tournaments is governed by
PONY Baseball Rules, any assigned area agreements that may impact player participation to
which Toluca is a party, Toluca's rules and policies and the rules and policies of any host leagues.
Toluca has elected to engage in All Star competition as a way to honor and commend its qualified
Classic Spring season league participants, including players, managers and coaches, each year.
Participation in All Star competition is considered an extension of Classic Spring season league
activities. Invitations to participate in All Stars are earned each Spring season based on
performance, sportsmanship, teamwork, and ommitment. There are no "year to year"
entitlements to participate in All Stars extended to anyone.
All Star competition also serves to prepare Toluca's players and coaches for higher levels of
competition and allows for acknowledgment of the league's accomplishments by other
participating PONY Baseball leagues.
This policy is intended to govern All Star participation and set forth the processes for the
following:
1. Determination of the Number of All Star Teams per Division
2. Manager and Coach Selection and Participation
3. Player Nomination, Selection and Participation
4. All Star Fees
5. Tournament Participation
6. Team Registration
7. All Star Recognition
Outline of Processes
1. Number of All Star Teams per Division
a) In Divisions of six or fewer teams, only one team will be formed for All Star
participation. Any additional number of teams in Divisions of six or fewer teams may be formed
ONLY upon the Division Players' Agent recommendation AND ExComm approval. In Divisions
of seven or more teams, AND upon the recommendation of the Players' Agent AND approval by
the ExComm, two teams may be formed for All Star participation. In Divisions of twelve or
more teams, AND upon the recommendation of the Players' Agent AND approval by the
ExComm, three teams may be formed for All Star participation.
b) There shall be a minimum of 12 active players per team. Players selected and rostered
for All Star participation MUST be present for ALL sanctioned All Star play. If a player is not
available to play during sanctioned All Star play, s/he shall NOT be nominated or selected.
c) Toluca recommends that each team roster 14 players, with a maximum of 15 players
permitted to be rostered.
d) Specific PONY Baseball Sanctioned "lower aged" divisional teams, such as Pony 13,
Bronco 11 and Mustang 9 teams may create exceptions to "per division" team limits. However,
these teams will ONLY be created upon a determination by the Divisional Players' Agent AND
the ExComm that there is a sufficient number of eligible players to allow full teams to be formed
to participate in the specific Division's regular All Star competition. (i.e., a Bronco 11 All Star
team will ONLY be formed AFTER a complete Bronco All Star team is formed).
e) Per PONY Baseball rules, eligible All Star players shall NOT participate on more than
one All Star team per season and shall NOT participate in more than one PONY Baseball league
per season.
2. Manager/Coach Selection
a) Interested individuals who have served as Classic and/or Titan team managers or
coaches during the current Spring season shall submit a written request to participate in an All
Star coaching role (via email is acceptable) to the All Star Commissioner NO LATER than April
15, or other date as set by the Board of Directors, of that season. The Division Commissioners
and/or the All Star Commissioner shall provide notice of the deadline to request to participate to
all current Spring season managers and coaches. All candidates acknowledge that, if selected, he
or she will be assigned to the position of Manager, Coach or Business Manager, as directed by
the ExComm.
b) Selection for participation, and assignment as Manager, Coach or Business Manager,
shall be made by the ExComm, in consultation with the All Star Commissioner. The All Star
Commissioner shall consult with each Division Commissioner regarding the interested candidates
before consulting with the ExComm regarding selection.
c) Classic and/or Titan Spring season league managers and coaches will be given priority
for All Star Manager/Coach selection over candidates who did not coach during the current
Spring season. If no Spring season league managers or coaches submit requests for All Star
participation, the ExComm may consider and appoint any other interested parties for the
position(s).
d) Each individual selected to participate in an All Star coaching role SHALL be available
for ALL Pre-All Star AND PONY Sanctioned tournament play, which includes from Closing Day
of the Spring season through July 30. Any candidate who is NOT fully available during that time
should not apply.
e) The individual selected as the Manager of the team is required to ensure that at least
one member of the coaching staff is in attendance at all All Star meetings conducted by the
league, PONY Baseball and any tournament host.
f) The league will provide each Manager with an appropriately stocked equipment bag
for tournament play. The equipment bag will include, at a minimum, batting helmets and
catcher's gear. Each Manager is responsible for returning the complete equipment bag, in
accordance with the league's instructions, at the conclusion of All Star participation. Any
Manager who fails to return the equipment bag, as instructed, will be responsible for the cost of
the replacement of the bag and its contents, in addition to any other possible sanction for failing
to fulfill the Manager's responsibilities.
g) Failure of any individual selected to fully participate in an All Star coaching role as
identified in this Policy shall make that individual ineligible for a manager or coach position in
the subsequent years' All Star seasons and may impair that individual's status as a league or travel
manager or coach. In very limited circumstances, the league President, in consultation with the
All Star Commissioner, may excuse a member of the coaching staff from one or more of the
stated obligations.
3. Player Nomination and Selection
a) Classic Spring season league managers should consider each player's performance,
sportsmanship, teamwork, attitude and commitment when identifying potential All Star player
nominees. Each All Star nominee must meet all league and PONY Baseball All Star eligibility
requirements. Each All Star nominee MUST be available for all Pre-All Star and PONY Baseball
sanctioned tournaments, which includes from Closing Day of the Spring season through July 30.
Any player who is NOT fully available during that time shall not be nominated.
b) Each Classic Spring season league team manager may nominate up to four players for
All Star participation. Nominations in excess of four per team MUST be approved by Players'
Agent and All Star Commissioner.
c) Classic Spring season league managers who do not nominate at least two players must
provide the All Star Commissioner with an appropriate explanation for the lack of nominees.
Additional nominations from that team MUST be considered by the Players' Agent and the All
Star Commissioner.
d) Written player nominations MUST be submitted no later than May 10 of each Spring
season. The player nominations MUST be submitted in the form of a Parent's Player Nomination
Acceptance form, which will be provided to each Classic Spring season manager by April 30, or
as soon thereafter as possible, of each Spring season. Full payment of approved All Star Fees
must be included with the executed nomination acceptance form. Nominations without full
payment or without completed forms will not be accepted. Upon placement on an All Star team,
fee checks will be negotiated. All payments for nominated players NOT placed on an All Star
team will be returned to the players' parents within seven days of the formation of the team(s).
e) The Division Players' Agents and All Star Commissioner will compile eligible
nominations and create an All Star Player ballot for each Division. One Divisional All Star ballot
will be presented to each Classic Spring season team in the Division at a league organized
meeting. Each team may vote for up to seven players. The ballots will be returned to the All Star
Commissioner, who will tally the votes.
f) The six nominated players who receive the highest number of votes, including any ties,
will automatically be placed on the All Star team. The selected All Star Manager shall fill the
remaining spots on the roster from the balance of nominated players within two days of being
notified of the names of the players who qualify for automatic placement on the team. The All
Star Manager shall notify the Players' Agent and the All Star Commissioner of his or her roster
selections. All rosters are subject to final approval by the All Star Commissioner with regard to
the criteria of the All Star Policy, including eligibility, fee payment, registration and roster
placement. Upon acknowledgment of the receipt and approval of the roster by both, the Manager
may contact and notify the selected players.
g) In Divisions where more than one All Star team is formed, of the nominees that remain
after the first team is rostered, the five players who receive the highest number of votes, including
any ties, will automatically be placed on the second All Star team in that Division. The Manager
of that second All Star team shall fill the remaining spots on the roster from the balance of
nominated players, with the Players' Agent and/or All Star Commissioner's assistance. Every
effort will be made to complete the second All Star team's roster within two days.
h) Players selected and rostered on any All Star team shall NOT participate, in any way,
with any other baseball team or club team until their Toluca All Star commitment is fulfilled.
i) Players who are ineligible for PONY Baseball All Star play for any reason SHALL
NOT participate in any Pre All Star tournaments. Only players on All Star team rosters submitted
to the All Star Commissioner are permitted to participate in any Pre-All Star or PONY Baseball
sanctioned All Star competition.
j) Failure of any player rostered on an All Star team to fully participate as set forth in this
policy shall make that individual ineligible for All Star player nomination in the subsequent year's
All Star season. In very limited circumstances, upon written request from the player's parent(s),
the league President, in consultation with the All Star Commissioner, may excuse a player's stated
obligations.
4. All Star Fees
a) All Star participation fees will be set by the Board of Directors and are mandatory for
ALL nominated players. Scholarships are NOT available for any post season All Star play.
b) Participation fees are intended to cover all tournament costs, uniforms, venue fees and
All Star recognition by the league.
c) Full payment of All Star participation fee MUST be submitted with the fully executed
Parent's Player Nomination Acceptance form, Nominations without full payment or a completed
form will not be accepted. Upon placement on an All Star team, fee checks will be negotiated.
All payments submitted for nominated players NOT placed on an All Star team will be returned
to the players' parent(s) within seven days of the formation of the team(s).
5. Tournament Participation
a) Each All Star team will participate in one Pre-All Star tournament, selected by the
league, which will take place before the PONY Baseball sanctioned tournaments begin. The
dates and locations of each team's Pre-All Star tournament will be determined by the Board of
Directors and the league will reserve and pay for the Pre-All Star tournament participation.
b) Each All Star team will participate in PONY Sanctioned All Star tournament play as
directed by PONY Baseball, at dates and locations to be announced by PONY Baseball. Each All
Star team will continue to play, advancing from level to level, until eliminated from competition.
c) After elimination from PONY Baseball sanctioned tournament play, All Star teams
may continue to compete in consolation or other tournaments. However, the league will not pay
for the cost of participating in those additional tournaments.
6. Team Registration
a) The Manager for each All Star team is required to ensure that the Business Manager of
that team fully completes the PONY All Star Affidavit, obtains the birth certificates, medical
releases and other required documents for each player, for official approval and review by the
league President or All Star Commissioner NO LATER than June 10.
7. All Star Player Recognition
a) The league will acknowledge and recognize each All Star player and team by way of
any number of the following means, as selected by the Board of Directors:
1) Team Introduction at Closing Day Ceremonies
2) Team photo in the subsequent Spring season's yearbook
3) Individual player trophies or plaques
4) All Star Tee Shirts or Jackets
5) Post Season All Star Ceremony Picnic or Breakfast
